What this trial studies
This study aims to evaluate the decentralization of HIV care in Peru to improve patient retention and viral suppression. It employs a Delphi method to establish guidelines for patient transfer and quality health indicators, while also identifying barriers and facilitators to decentralized care from both patients and clinicians. The study will implement a Type 2 hybrid trial using a hub and spoke model across various health centers, assessing the adoption and scaling of decentralized services over a 24-month period. The interventions include NIATx and ECHO methodologies to enhance care delivery in primary health clinics.

Inclusion Criteria for Aim 3: Survey of PHC and SHC Clinicians (N=330): * Currently employed at a PHC or SHC that is participating in the study. Provide consent for participation. Continuing Professional Development (N=825): * Currently employed as a nurse or physician who fulfilled the ECHO training requirements Survey of PHC Leadership (N=165): * Currently serving as the leader of a PHC.
